Before any CDM duty-holder can be conditionally appointed, their Suitability, Competence, Knowledge, Experience, Training, Organisation and Capability must be demonstrably assessed and documented. OHI&A applies this principle without exception — it is the foundation of defensible CDM governance under Malaysia's CDM Regulations 2024.

Is the organisation or individual suitable for the specific duty-holder role on this project?
Knowledge
Does the duty-holder have the requisite CDM knowledge for the project type, scale and complexity?
Experience
Is there a demonstrable track record of relevant CDM experience?
Training
Has the duty-holder received appropriate CDM training for their role?

Does the organisation have the structures, processes and resources to discharge CDM obligations?
Competence
Can the duty-holder demonstrate the integrated competence required for their specific CDM role?
